Exempt Reporting Relationship: HR & Operations Director
Supervision: No Direct Reports Position Description: The HR &
Payroll Manager supports the management of the agency through the
provision of payroll, human resources, and general accounting
functions. Responsibilities include human resource administration,
payroll processing, related reports, and preparing and processing
accounting and financial reports. Must be able to perform the
duties with little or no supervision and possess a high degree of
confidentiality at all times. 40% Human Resources Contributes to
the development of department goals, objectives, and systems and
recommends new policies, approaches, and procedures as needed
Revise, prepare and process documents necessary to accomplish the
hiring process Maintain job descriptions for all company positions
Responsible for posting mandatory workplace posters Manages the
posting of positions and tracking of all applicants Perform
background checks and maintain personnel files, I9s & other related
forms Perform employee orientation & new hire follow up Maintain
employee census report and related HR/PR reports Maintains
employees' credentials and training Assist managers with employee
concerns and make recommendations Maintains Affirmative Action
Compliance & reporting 40% Payroll Responsible for all day-to-day
payroll operations Process weekly/bi-weekly payroll and related
reports Ensure accuracy of employee payroll information Correct &
process employee timesheets in ADP Process payroll deductions Keep
current on payroll policies and regulations and ensure compliance
Complete employment verifications as necessary Update ADP---s
programs as necessary (Annual Holiday, Payroll Schedules, etc.) 15%
Accounting & Reporting Update and maintain payroll and
payroll-related spreadsheets for the Finance department Update and
maintain ACA reporting throughout the year Reconcile Quarterly
payroll reports & assist with Work Comp annual audit. Reconcile and
ensure quarterly report (940/941, unemployment) is accurate and
reconciled with payroll records. Conduct year-end payroll
processing including W-2s, and related required filings, reconcile
reports with payroll records W2 reconciliation Prepare year-end
reports and schedules for the auditors 5% Other Prepare other
billings, reports as requested or assigned Update and maintain HR &
Payroll job manuals. Other duties as assigned
Qualifications/Preferences Education: Associates Degree in
accounting, HR or related field, or equivalent combination of
experience and education. Experience: Three or more years of
previous HR, payroll, and general accounting experience. Experience
with ADP payroll. Knowledge, Abilities, and Other Qualifications:
Knowledge of HR, payroll laws, and regulations. Must possess good
math and analytical skills. Must be highly detail-oriented and able
to multi-task, able to meet deadlines, possess a high level of
accuracy, organizational ability, and thoroughness, and have
excellent data entry skills. Computer skills, including working
knowledge of Microsoft Office Suite of programs with an emphasis on
building and using spreadsheets and database use. Ability to work
independently as well as a team player. Good communication skills,
both written and verbal. Ability to interact with individuals from
diverse backgrounds. A background check(s) must be acceptable.
Physical/Mental Requirements & Equipment Used The physical
requirements of this position are normal for an office environment
including sitting, speaking, hearing, standing, computer work,
bending to file, lifting up to 10 lbs., telephone calls, and moving
around the office. The mental job requirements of this position
include critical thinking, problem-solving, written and oral
communication skills, planning, reading, and math skills. Also, the
ability to maintain confidentiality, maintain internal accounting
standards and principles, controls, practices, and procedures, and
exercise professional conduct. Equipment includes a telephone,
computer, calculator, and other office equipment. The above
